Casinario, a monarchist dwarf state, is bankrupt; the people must return to barter. Seeking help, the queen and parliament lure the billionaire Banco with a pretty princess to get the country back on its feet. Banco, however, does not simply want to play the cash cow, but seizes the reigns. When he receives a blow to the head during an assassination attempt, his autocratic decrees become increasingly grotesque: the billionaire bans chairs as well as hats and ties; the population is condemned to public fitness, and anyone who rebels is imprisoned.
